When entering data into a sales history database the customer number field does a lookup in a customer list database to find the customer info and bring forward the data.
There is also a "master" customer number whose value is "0" unless the lookup customer is a sub-record of another "master" customer(ie. a division, other location, acronyms, etc.).

What I want to do is bring forward the info from the customer like it does now unless the master record >0. If there is a customer number in the "master" field, I want to bring that customer info forward instead so all sales entered for that customer is under the same customer number.

Anyone know how to do that?

If I understand the problem right, what you want to do is create a field rule for the customer number field to use a CONDITIONAL LOOKUP.
eg:
DATABASE CONDITION
master.dbf customer_field = 0
customer.dbf customer_field > 0

Note that it is also possible to define a CASCADING lookup.
That is, depending on what value is entered in one lookup, a specific database can be defined to continue.

I am sure one of the above lookup types will suit your needs.
