Today we have stopped receiving email and text alerts from our WAS instances.

- Working reliably for the past several months, stopped working today
- No alerts are generated when I start/stop instances (we're set at Alert Level 4, and always receive them)
- No alerts are generated with I click the "Test Alerts" button on the Alert tab
- Instances take approx 2 minutes to start if Alerts are enabled, but less than a minute if I disable them

Is there an issue with the Alpha alert system today, or has something gone wrong with my configuration? (reproducible on 2 VMs)
