User Password Change

I know how to create the groups and users in security. And change password directly.

How does one provide the means for a user who does not have admin rights to change their password and applying the change in the security section. Are only those with admin rights able to change user passwords via the security section?

I can understand the admin creates the users and groups they belong along with the initial password. But does the user need to contact the admin when they want to change their password and provide the new password?

I never implemented the following code AND I am not sure all the needed validation checks are in there, but something like this should work.
