    I am developing an application to use for water utility billing in a small community. Tables and reports for customers are ready, but I am a little confused about what I should do for the financial end of things. Since the rates change often, how would I design the database to give me an ongoing record of current amounts due and past amounts due? If I include a calculated field that takes rates from a separate rate table, when the rates change all of the previous calculations will change as well? Am I missing something here? Thanks!

    Karl:

    The new rates have an effective date. The date of the charge must be equal to or greater than the effective date before it can be calculated. This should prevent the problem of recalculating old rates.

    This approach will permit you to maintain an historic rate table (effective date and rate). Calculation would be controled by date range.

    Thanks! How would that affect reports? I suppose I would be able to derive a report using several of the rate tables at the same time?

    Karl:

    The rate calculation should take place and then the field should be updated. The filed would not be re-calculated every time you look at it.

    I would not keep this calculation in the detail record.

    You may wish to create a function to handle the calculation.
