Hosting company just transferred me to another server because I upgraded to V9 from V8. Publishing files: unchecked Publish New or modified files only and cleared publishing history. Uploaded ALL files in project, database files, and web security tables. Then I attempt to go in (http://75.127.106.27/) and access my site. This is the error I get.

My host says, "This is not a server issue. Please check the forum - there are numerous posts about the 403 error."
I've checked this Alpha forum but didn't find any error which addresses this.
I Googled this and found a Microsoft page http://support.microsoft.com/kb/239053 relating to directory browsing. I went to the directory containing my index.a5w and checked "directory browsing" but this didn't help.
Any ideas??
