OK, the lightbulb went off. I had the code path correct but missed that it was the point that when the fetch next achieved a record serial number value that the second WHILE evaluated false, that the script escaped to the outer loop, collected a new value for the serial number variable, changed the message variable from "history" to "active", then evaluated the second while as true and entered the inner loop again, first writing the new seral number record as "active" and so on. I see it now. Very concise, thanks!

Actually, it's not for conciseness that I like my version better.

In the other code you basically had two pieces of the code doing exactly the same thing, changing the record with a value. Now imagine those pieces were much more complicated, but basically identical. If you change what it does, you need to update it in 2 places. Bad for maintenance of code.

One solution would be to place the code into a function and call it twice. Depending upon the code, the function call overhead may or may not be significant (but probably isn't). Or the solution I presented which used the active part of the loop in 2 different ways.
