Most (if not all) times this is a permissions issue.

Had this a while back during an installation.
    Two reasons.
    1) I developed on one version and loaded the RT with a later version (Doh!)
    2) Permissions. It's not sufficient to have read permissions you have to have Read/Write set on the folder where the install is. If you separated the Data and Engine, suggest you get Read/Write for both.

In addition to the above(read write permissions are most likely):

If the rmuf gets messed up, delete it. Alpha will generate a new one.

rmuf can be accessed with xbasic for a count of current users on run time(not super accurate).

As discussed, just got feed back, it was the access rights to the directory on the server. Thank you everyone

    Glad it got sorted.
Just for info, I have been rolling out a 1200 user Sharepoint/InfoPath/SQL app developed by the "great and good". Over 300 errors.

My app had one. The one I mentioned, and that was the permissions issue.
    LOL!
